geboren in Reedsburg, Wisconsin, USA, 20. März 1956. Die Ausbildung in den Fächern Musikpädagogik und Posaune erhielt Mahr an der University of Iowa, am St. Olaf College und an der University of Wisconsin Lacrosse. Seit 1983 gehörte er dem Lehrkörper der University of Minnesota in Duluth an, wo er auch das Blasorchester dirigiert. 1994 wurde er zum Professor und Dirigenten der Blasorchester am St. Olaf College bestellt.
